Milestone 1: Release of Web app dashboard for module developers to publish modules

Details of what will be delivered in Milestone 1:

• WebApp (will be hosted at https://dashboard.zenguard.xyz) where developers can publish their Safe plugins/ hooks via a repo template on supported chains (Base Goerli Testnet, Ethereum Goerli testnet).
